The office produces planning policies and local development plans, advises private developers and oversees and reviews the process of planning/zoning applications.

Trondheim’s municipal plan has five main strategies for the development of the city:

• maintain a compact urban development pattern and stimulate urban regeneration
• reduce transport dependency through location policy and zoning regulation
• preserve and develop existing green spaces
• expand areas for commercial use
• establish planning policies which result in a more predictable planning process
